Federal grants give municipalities and public safety agencies access to critical funding for personnel, equipment, infrastructure, technology, training and community-based programs. Whether a community needs to hire firefighters, upgrade emergency communications, purchase law enforcement equipment or strengthen disaster preparedness, federal funding often helps cover priorities that local budgets cannot support on their own.
For this reason, local governments should pay close attention to the U.S. Office of Management and Budget’s proposed updates to the Uniform Guidance, which establishes the requirements for awarding, administering and overseeing federal grants. Although the changes have not yet been finalized, they could significantly affect how communities apply for, manage and maintain federal funding.

MEET THE SPEAKERS:
Sarah Wilson Handler is the vice president of Grants for Lexipol, managing Police1, FireRescue1, EMS1, Corrections1 and Gov1 as well as the grant search tool GrantFinder. She has been with the company since 2007 and started the grant services division in 2009. Since 2009, Sarah has worked to build the grants division from a small, sponsored microsite to a multimillion-dollar revenue business. Sarah’s team is responsible for generating $300+ million in funding and currently servicing a network of 60,000 departments and municipalities for grant help. Sarah has a bachelor’s degree from the University of California at Davis.
Dante Moreno is a seasoned public policy professional currently serving as the Legislative Manager for Finance, Administration and Intergovernmental Relations at the National League of Cities. With a strong background in legislative advocacy Dante leads efforts on issues including municipal finance, tax reform, census, federal funding and federalism. Prior to joining NLC, Dante worked at a boutique lobbying firm, working primarily with California cities.
