A combination of retirements and reorganization will save the city of Sheboygan, WI, hundreds of thousands of dollars if the plan succeeds.

Nearly 20 percent of the department’s work force is planning to retire in the next year, leaving the city with an opportunity to completely overhaul operations. The current director plans to cut the department to five divisions from eight, leaving Wastewater Treatment, Parks & Forestry, Streets & Sanitation, Buildings & Grounds, and Engineering.

According to media reports, traffic would be added to streets, and vehicles and equipment would be added to Buildings and & Grounds. Only three of the five retiring supervisors would be replaced, saving $270k annually alone.

Additionally, by allowing for greater information sharing, communications and resource allocation, further savings are expected to be seen.

The reason for large numbers of retirees is a new policy that will not allow for unused sick time and vacation days to be cashed out.
